Simcity 4 Deluxe with the NAM addon. NAM is required because it contains several scripts that improves game functionality reducing crashes/softlocks. It is effectively a fan patch curated from over a decade of SC4D modding. I also suggest buying, with money, the Simtropolis Official Addon Pack. Once you got that working, do a second install (I don't actually expect you to really *buy* the base game) and install the SimMars mod. It is over a decade old but is probably the ultimate space colony building game .. it is literally SimCity 4 Deluxe on Mars. With it's own unique soundtrack by a competent musician.
