First of all use your eyes, this is the least comfy rendition of Tokyo I think I've ever seen, it looks like it was bought off a unity asset store, the surrounding area looks alright though. Secondly the horizon games feel incredibly sterile, they really are just empty map packs with race events dotted around them, if you're looking for any kind of immersion or a dynamic living world there's absolutely none of that.

There's so many things wrong with it.

Shit art direction means the lighting often has no character or direction which resembles stock unity lighting conditions and post processing. Japan itself is a mix of blocky minimalist architecture balanced by very complex billboards and signs, this game has both minimalist signs and blocky buildings so it looks souless and cheap, blocky architecture is always dangerous without fine detail because its associated with cheap low poly shit. They reuse too many of the same assets, the roads are too wide which emphasises how empty and lacking in detail everything is (it also kills the sense of verticality that actually exists in tokyo), there's generally not enough fine detail or texture on the buildings and roads. The interiors of shops look like they fell out of a liminal space horror game, also the ambient occlusion often seems kind of shit and isn't grounding any of the buildings.

It's pretty obvious the tokyo city environment team was overstretched and just shat it out as quick as possible leading to a barebones euro truck sim look to everything

Simulators don't work that way.
That's actually why speedrunners don't play racing simulators, which, in theory, would be the perfect game for them. They don't play them precisely because it's not just a matter of memorizing things and being pixel-perfect, it involves a whole range of different skills, including the ability to adapt to track conditions, the car, the race, and so on (all of which are constantly changing).
A skilled racing simulator player has no trouble playing a game with heavy traffic.

Actually, I explained why speedrunners don’t get into them. Simulators have this sports-like aspect. You need to study and practice real-life techniques so you can apply them later in a simulator. It takes years of practice to reach your full potential, but once you do, all your skills are easily transferable to other racing games, and even to real life. It’s much closer to the normal learning process that humans are accustomed to.
Speedrunners are, for the most part, degenerates who keep repeating the same simplistic task over and over again. Instead of a sport, what they do is more akin to circus tricks. Many speedrunners are completely unable to transfer their skills to other games, sometimes even games of the same genre.
Many of them have serious mental health issues as well, and end up dressing up as women at public events.
