When I first saw this scene paired along with Rose's weird comments about him not sharing his past or not having one and lacking certain emotions. I thought there was going to be a reveal that Raiden was in fact a synthetic human made to be the new perfect soldier and had no genitals and restrained emotions as to keep him from being independent, which the president was checking the lack of them to be sure but no, the president just wanted to cop a feel because he thought he was a woman.
