In Fallout, tribal savages are stupid strong and built to resist the wasteland wilderness unlike the people who just stuck to their own homesteads, let alone ex-Vault Dwellers. It was only a matter of time until someone united them all under one banner. But there's obviously a limit, if the tribals are too far gone, something like pic, they're just gonna be exterminated.
