Also while you can get downed if you miss with a basic attack, you're going to be using skills 90% of the time which doesn't down you if it misses. Until recently buff skills in SMT were all multi-target making the distinction between party buffs and enemy debuffs not that important, while in Persona single target versions of the skills are what you get in the early game. A single target buff only affects one party member while a debuff on an enemy affects the whole party, so debuffs are more valued in Persona until you reach the point in the game where the single target versions all get replaced with multi-target.
