If Dagda is using Fodlans calendar and has been ruled by gods for 1500 years that means it's been ruled by them since the founding of the Adrestian Empire, and more importantly they were being ruled by them during the events of 3H. How could they be having the heroic games with obvious green haired dragons ruling them and yet they still decide to invade Fodlan and Shamir makes no mention of any of that happening.It makes much more sense that, just like in 3H, FW is about putting an end to the current system and the rule of the gods coming to an end, with centuries later the only remnants of it are things like the god of fate which is a statue of the white robed avatar in the trailer.

Trpgs are probably the kind of games least compatible with procedural generation (for maps esp.). In a proper tactics game, every map ought to be carefully designed such that they all feel unique, they all offer a good challenge, have side objectives and feel refreshing to play even on subsequent playthroughs because the player has enough tools to formulate 2-3 different winning strategies depending on his lineup. Skirmishes are basically the opposite of that - either boring featureless routfest on lower difficulties or nightmarish cbt torture rooms in some higher difficulties such that there's no point in doing them. In a good game you get stronger by playing the game normally and interacting with the core gameplay ; for Fire emblem that would be tactical gameplay on a grid - but there's been a worrying trend of offloading part of the gameplay that's supposed to make your characters stronger to random chores and minigames. If on top of that your regular gameplay is ''skirmishified'' then you can end up with a game that is very boring to play even if it has 3x more mechanics than older titles.
