I'm not going to say it's bad, but it's a pretty lateral move from Chapter 1 at best, it also has what I would consider the worst sequence in all of Deltarune with Sweet Cap'n Cakes. It's because it has such great optional content that people hold it up, but I don't think there's anything wrong with that. Mantle and the Knight fight is a big part of what makes Chapter 3 work as well, the Weird Route was a highlight on Chapter 5. I'd even say Jevil adds a lot to Chapter 1. The only Chapter that doesn't feel reliant on optional content is 4, and I'd personally say it's actually worse for it. It's satisfying to discover you missed things and there's a whole other layer to the game you missed the first time around, and Chapter 2 tackled that feeling best so far. Never even minding Deltarune, that same feeling is a big part of what made Undertale work. I think I like Chapter 2 less than most people, but even with a somewhat unimpressive main route, the Weird Route and everything with Spamton easily elevates it.
