What makes a good character design? And when its fine to change that design in an existing work? Should rule of cool overwrite it all as long as it fits somehow, or should the character design follow certain cohesion within the game?

That varies greatly depending on the work and the character. Usually I'd say that it needs to fit in the work it belongs too while also being recognizable and expressing the personality of the character its for.

While I personally prefer sticking to the same design, I do think its generally alright and often good to change a design based on how the character has developed in the narrative.

I think that's kind of an oxymoronic question. If it fits then its cohesive with the game, if it doesn't fit then its not cohesive. You can't choose between the two.

Anyways, unless the character is specifically supposed to feel out of place, he should look at home in the setting.

I have to agree with this even if I do like anthroslop furries, I think my biggest gripe is that they go with very common animal species, if your characters can be based on literally anything why make them based on the mlst basic bitch animals? I know they crashed and burned, but the idea had potential, if only those fangame devs weren't so shitty, the barrier of entry should have been higher.

Maybe ps1 models not that much, but ps2 era models are definitely an order of magnitude harder to pull off than your average pixel art, the only productivity advantage they have is in animations, and with an UT/DT fangame you need a lot of models, not only for the main characters and enemies, but for the overworld NPCs too.
A 2.5D game like Paper Mario would be a more realistic goal.

I've done low poly stuff before. Its not that hard. Probably a bit harder than spriting, but not that bad. Plus with models you can do tricks like reskinning, pallette swapping, or swapping out individual pieces of the model to get new characters.

In the case of C3P0, it really just becomes a matter of whether the majority of the observing audience thinks he looks and acts cool. If you asked an audience member that hated C3P0, they could write an entire novel on why C3P0 is a bad design that fell flat, if you ask a star wars fan they probably wouldn't need to write an essay of cope and seethe. I liked him he looked cool versus: Why does he look like the robot from metropolis? This is bad character design because metropolis and star wars have entirely different themes. If he was going to be a reference to metropolis star wars should have had the appropriate atmosphere. If he's supposed to be appealing to humans as a serving robot, why does he have so many grooves and sharp edges? If it was good character design it would be softer and more visually appealing. The sharp edges and exposed innards wouldn't have come about in a robot designed for human comfort. The glowing eyes and crash test dummy face should have been more expressive, as a translator he's going to need to use expression to properly translate a language. Why give him arms and legs at all if you're going to restrict his movement? It doesn't make any sense, a completely impractical design like this existing within the star wars universe. In the utilitarian model that all other star wars designs are based on, it doesn't make sense to have this robot stand out as something with this many redundancies. This doesn't make sense within the setting.
Now someone who didn't give a shit about any of those things probably didn't notice any of that shit, but I could just as easily make an argument from a genuine standpoint that the characters in halo reach are objectively bad design because they turned spartans into power rangers and I did not like that they did that for a variety of reason.
Beauty is in the eye of the beholder, and whoever can shit out a better spiel using authoritative sounding language will be deemed the right

I'm not genuinely arguing that C3P0 is a bad design, I like C3P0, therefore he is a good design. I'm saying that good versus bad character design is completely subjective and what it boils down to is consensus and sophistry. The deciding factor for whether or not a character design is good or bad, is who can make the better argument and how many people agree with that argument. If I had played undertale and liked it, and liked the character designs within I could write a 60000 word essay on why the character design is good, but I wouldn't be any more or less right than someone who argued it's good because I liked it. It's not objective and you shouldn't put that much stock into it.

As a person who is into men (bisexual, I guess), I actually agree wholeheartedly. I think a person's sexuality, in both fictional media and real life, should just be one aspect of who they are, not their primary personality trait.
In fictional media, that makes a character feel extremely flat and one-dimensional, with their writing centering around a single trait that isn't too interesting by itself, and in real life, it just makes that person annoying.

I've met gay people who their entire sense of self revolves around that gayness, and they always seem like miserable unhappy people, but then I've met people who are very openly gay, but they didn't base their self worth on that and instead exhibit traits and values like any normal person (well, one of them is unhealthily into yugioh but we all have our vices), and I find myself not thinking "oh this is my gay friend" but rather "this is so and so."
so while "one note people" do exist, I think that's not something the writing should ever be striving for because those are deeply damaged people who are coping by making that their entire personality I think.

Ripley's probably one of the most well written female characters in mainstream media, because she's written like an actual person, as opposed to just being a woman and nothing else.
Okay, I don't have a source on this, but I swear I remember something from the original writers of Alien saying that the way they wrote Ripley so well was by first writing her as a man, and then just making her a woman, and changing nothing else. It always amazed me that someone could come away from things like southpark with depictions like those, but seeing the bastardization of characters every single day across every and any fandom it starts to make more "sense". There's no actual rule about this and there's good designs that will lean heavier in either directions. His body already dead, he won't succumb to anything naturally. He'll simply decay, and decay, until all that's left is just the soul again.

We don't know that for certain, but we know for a fact that the UT skeletons are based on the webcomic Helvetica, where all skeletons are named after fonts, so it's not out of the question that all skeletons in UT would be named after fonts inherently too.

I think that's super lame and limiting, and unlike Helvetica, there's literally no reason for it here. If someone told Clover he had to be called a font name, he would call them lame and gay and not play along and neither would his friends. At most he starts going by GunHat.
