The moment it becomes more humid the glue that holds it all together starts falling apart and the bow becomes useless. However horse archery only works with a composite bow since they are small yet powerful enough to be used on horseback. This is why horse archery never took off in Europe even though it was the standard for the steppes and deserts of Eurasia. Shooting on horseback only took off in Europe with the invention of the pistol.So if you make it that the moment you enter humid climate you say sacrifice 50% accuracy and 50% power penalties on composite bows, then horse archery would effectively be geographically locked as a viable strategy, forcing you to adopt more traditional tactics... which your horse archery faction naturally sucks ass at and needs WAY more manpower to make up for it-
