So Tamriel Rebuilt (TR) adds 1000 new quests. People say it's the best mod ever created. Okay. I get those statements. But to back up a statement, you need evidence or examples. What's an example of a really good questline? What happens that makes it great? I've read there are no questlines that send the player from one corner of Morrowind to the other corner, that each quest remains in the region it is found in... that doesn't bode well for a truly "remarkable quest." Is there just purple prose that people whose only reading experience is that godawful Umineko, so they're impressed by the writing in TR?

The city rankings are based on how many people live there iirc. Neither are bigger than vivec in terms of space taken up on the map. Maybe Narsis technically is.
But yeah they are better than Vivec. The smaller cities are too. Almas Thirr, Bal Foyen, even Necrom is neat to explore though it's old so sparse on quests. The Telvanni area is also old and so not as impressive

There are couple of questlines that send you far away. From top of my head end of Firewatch Mages Guild questline sends you quite literaly to the opposite end of the map. One of the last Morag Tong quests from Narsis send you to Akamora.

I honestly don’t envy the devs regarding Almalexia, because no matter what they do, they will piss people off. Creating the biggest city in the province would be difficult on itself, but it’s even worse that they have to somehow solve the issue where they have to integrate their work with Bethesda’s not-so-great interpretation of Mournhold.

Leave the old Mournhold as it is, and it will feel like empty and boring speck of crap on middle of more interesting city design, but touch it, and people will also get pissed off by alterations of vanilla content.

In the case of Roth Roryn and the Armun Ashlands, it makes perfect sense to redo them (at least exterior-wise) because they were released 4 years ago but had been actually made for close a decade before that, using vanilla assets.
To stop having two identical regions (like with the Poison Song update of the Sundered Scar), they're updating Armun Ashlands to Armun Wastes and giving it a brownish look.
As for Roth Roryn, it appears the place was kind of a nightmare of rocks and they vowed to make it prettier.

My only experience with Tamriel Rebuilt when I tried playing it a couple months ago was getting on a boat to Bal Foyen, exploring the docks and doing a quest where I had to find some missing items in a warehouse. This. I love Morrowind but the official expansions are ass. Tribunal has a ton of promise but then sends you into the sewers over and over, and Bloodmoon gives you a cool frozen island then puts a monster every meter that's overleveled so you have armies of bears stronger than literal gods rushing you.
These expansions are the weakest parts of the game and I always use a mod to delay them indefinitely.

Thieves Guilds sound closest to what you want honestly, even though it's a lot of sneaking and gang wars, pirates are basically smugglers and thieves after all. The master in Old Ebonheart is actually a pirate.

There are many islands to explore with a boat, you can also sail all the way up the Thirr river. The only blocker is some kind of toll gate in Almas Thirr where you can't actually pay any toll and have to disable the gate with the console or something

This is a map of a trip I took on a boat, from an old version though so one of the islands has moved (also one of these islands is from a different mod)

I also never did much in PT areas but there's some islands off the coast of Anvil I think, might be some sea content out there.

They pulled it off well though. It's like two Balmoras, a fort, and a castle, and pretty easy to navigate aside from the docks. I was glad to see they scaled back Stirk dramatically and shifted some of it's stuff to the mainland though, it was way out of scale before Anvil released.

I haven't played Morrowind since 2023 or so. I used to have a a few rebanalce patches I made for every single piece of equipment in vanilla + tr_data, and I gave up playing when I got tired of doing that project. I was desperately trying to make the game a balanced mod experience, and now I realize I was playing it wrong, but I still do not want to always resort to using the same equipment everytime. I wanted to make the standard armor and weapons (steel, iron, etc.) good as well, so you can have fun by choosing equipment that you think looks cool and still be able to do endgame content.
Not that OpenMW has implemented Lua scripting properly, there might be a way of automating some of these things instead of relying on manually written patches. Or maybe I can just get an LLM to help me extract and parse the entire list of equipment from TR Data so I can build a programmatic script to rebalance everything.

IIRC the Bloodstone quest in Almas Thirr would break if you played a beast race that can't wear shoes. The quest checked if the PC was Khajiit or Argonian and gave another item but didn't check for new Khajiit types or beasts. I think that got fixed.
If any other script or dialogue checks PC race with no fallback for new races, that's where issues might arise.
Oversized races like giants are just inherently wonky because of their size. They're not meant to go indoors.

Are the location markers duplicated at a smaller size too? I had the same problem in an old save I used with TR, it was caused by using the Morrowind Code Patch option to zoom out the map so it could show the mainland and then saving the game. The map changes were baked into the file even after loading it in a fully vanilla game.

If you have an older save with the map looking correctly, you can use the Enchanted Editor to fit it: load both the old and current save in it and then "transplant" the map records from the old one to the new save. It worked for me.

Basically if you read an outline of the quest and it isn't interesting, the quest won't be interesting. Because Morrowind involves a lot of reading.

Second most important thing, the player has to make the story. This doesn't contradict the first point. The events are written by the developers, but without the hero, there is no event. See the Morrowind introduction. This means the player generally shouldn't get railroaded too hard. If the quest is on the bigger side there should be options on how to complete it, or different outcomes if you fail or decide not to complete it on purpose. This also means it has to accommodate different player backgrounds etc. tl;dr The game reacts to what the player does. This is called "good gameplay"

I saw a glimpse of this map outlining the new cities that the modders created, and I literally couldn't believe what I was seeing. I've made my own fantasy worlds, have for years- I'm an adult in my thirties. I took a class on city design. Cities are built along waterways almost always, except a very rare occasions. Yet, seeing this map, it took me about two seconds to spot dozens of illogical cities littered all over the map. WHY DO THESE PLACES EXIST WHERE THEY ARE LOCATED? IT MAKES LITERALLY NO FUCKING SENSE. This is the problem with modders having no common sense in how cities are formed and where they're formed; instead, they're just designing fake fantasy maps with no education and not even bothering trying to learn logical city placement. Quests can be good in different ways, they can tell an interesting story or have a fun scenario with a few different paths, or they can just be a very simple task that you have a lot of freedom to approach how you see fit. Let's look at vanilla Morrowind. The settlements not next to water are as follows.
-Ashlander migrating camps. They follow and hunt wildlife(Mongols/Native Americans)
-Caldera, a mining town.
-Telvanni wizard towers. The classic fantasy trope of antisocial wizards in the middle of nowhere. However, the main Telvanni hub where they gather is on water.
-Redoran towns supporting the warriors holding off the creatures spreading from Red Mountain.
The Redoran and Telvanni towns might not be "realistic" by your definition, but they are fitting to a fantasy game that leans into fantasy tropes.

Let's look at what you have circled.
-Isolated wizard towers in the NE.
-Akamora, Alavelis are mining towns.
-A bunch of forts protecting the border.
-Redoran settlements that support warriors fighting invading fantasy creatures.
-Salvelis(too far from river.) I agee, but this isn't actually in the mod yet. Will probably be on the river when it's made.
-Kragenmoor(river too small):I agree, but also not in the mod yet. Hopefully will change as it's developed.
-Silnion and Rathendis. Undeveloped content not actually in the mod.

Most of your criticisms don't hold up and are clearly ignorant of the unmodded game. The only "valid criticisms" are just references to future content. It also seems like you are confused on why a fantasy game might not be consistent with the city planning presented in an entry level college course.

I used Morrowind starter pack from this site as a base, then slapped 50 content mods on it and a bunch of UI mods.
Zero bugs or crashes, 2 weeks into this playthrough so far. I'm happy with the modpack.

One of my favorite Skyrimisims is Lokir. He's with you on the cart and is killed by imperials, and if you go to Rorickstead nobody says anything about him. A town with four buildings and nobody cares what happened to one of the dozen people that lived there.

i tried it out and wasn't a fan, but ymmv. Actually I don't have a paid nexusmods account so it took me hours to download and install only to play for like 15 minutes before deciding I didn't like it. it didn't run very well and while I am well aware this is the literal point, there was so much new shit everywhere it got rid of the comfy "morrowind I'm familiar with" vibe entirely.
I'm gearing up for a TR playthrough (my first) and i'm going to hand pick a few mods and call it good. compartmentalizing all the new shit to actual new areas instead of stuffing it in and around the places I already know is more appealing to me
