It's supposed to only be for a bit after transforming but it's a pretty well known glitch (at least well enough that it's happened to me and I was able to diagnose it). You can usually fix it by waiting out the active effect, sleeping for a full day, and/or transforming again. Since you're in Raven Rock try getting caught by the guard for transforming and then get yourself thrown in jail for a decent bounty. That should reset you.
