Gambit generally has the lowest player pool I think, at least with Crucible there's the less tryhard modes like Mayhem and Iron Banner to bring people in. I think the only thing that's going to be barren long term is the matchmaking Campaign missions with higher difficulty as people do those on characters they just never got around to previously.
