Personally think OC1 would have been better if it was used to set up OC2 by having the playable Apostles be involved and foreshadow the Count a bit more than just relying on the Olga quests, instead doing some grail war that most participants didn't care for or had not that much lasting effects. Like, I get why they used Lev in there, to showcase one of his other personalities and relate to the Alter Ego theme, but everyone else besides us, Duryo's imouto and Sion were unnecessary and retreating to done to death ground. Mashu's arc is horribly handled, and the easiest fix would have been just better pacing. I know Nasu has a terrible habit to just shoving everything important at the last minute, but the way Mashu waffles about for around 7 years, only having a few sparse showings of growth and then rushing through everything at OC4 is just amateurish.

Kiyohime has a fun relationship with the protag, Tamamo not being for you ultimately means she has no relationship with the protag, there's nothing to draw from.

Why was the original plan fucked up? Once again, because of Olga. What's Olga's actual purpose? Why did Marisbury create her before he even had the funds for Chaldea? Ultimately part of Olga and Marisbury's story. Like yeah, I get that there is a lot of stuff to cover (why the Human Order became unstable in year 0, "you're 2000 years too late, Animusphere", what the fuck they were doing at Seraph, etc.), and that both Olga and Marisbury have a lot of room to cover in their characterization, but since it's all focused on them it's not like bigger in terms of content than the average long story chapter. Just think of Babylonia or LB7. I think the bigger issue isn't how much story it has left, but that it has to get through that story while also being a satisfying resolution for Part 2 with everything that comes with it (aka bringing back Servants for fanservice, references to old chapters, big epic fights, etc.) and balancing that with the Animsphere story that feels almost very personal in its scope.
