The upgrade system exists because of there being multiple ways to gear now with multiple different difficulties. Crests and the cap system are to prevent what happened with Valor where the optimal way to gear was to get an item from high difficulty once and then do the easiest content possible over and over to upgrade it. The end result is ilvl inflation to create a meaningful power gap between difficulties and patches, hence why every expansion jumps over 200 ilvls during its runtime and why we need stat squishes every couple expansions
