I'm very specific about the terminology I use to describe the characters, so I would never directly call Tails "a friendly rival". KNUCKLES is the Friendly Rival, Tails is the Kid Sidekick. However, as someone who heavily self-inserts as Tails and has raced against a friend who I look up to as a "Sonic" figure, I understand where calling Tails a rival comes from and why it makes sense to a degree. But, if it's a rivalry, it's purely one-sided from Tails' own perspective. Like, SA1: the Races are only in Tails' story, NOT Sonic's story. Tails is trying to keep up and measure himself against Sonic, prove himself to Sonic, but Sonic is just going at his own pace without a care. Now, onto the "Sally" comparison... What that other anon (Violet, I presume) was criticizing is moments in certain games or comics where Tails is the one being critical of Sonic's behavior and advising against his impulses or whatever. This is in-character, to a degree. Tails does have a more serious attitude, in contrast to Sonic. This was written in a profile for Tails in a Sonic Adventure related thing somewhere, in fact. I like to think of Sonic & Tails as Ed, Edd 'n Eddy, where Sonic is both Ed + Eddy while Tails is Edd (Double D). But to round it out and highlight the full scope of Tails, my personal lens is viewing him as Double D plus... Numbuh Four from Codename: Kids Next Door, to emphasize that being a combative action fighter with a strong sense of bravery and courage is just as crucial as being a very timid, gentle and polite tech genius. Tails is a character with both brains and brawn, and the "Brawn" aspect is what truly makes him the "Kid SONIC". But as the sidekick to Sonic, he contrasts Sonic's own behavior at the same time. If Sonic acts without thinking, Tails does all the thinking. If Sonic is edgy, Tails is soft. But right behind that contrasting difference is a mirror of Sonic's own traits, the side of Tails that -wants- to be like Sonic.
To be fair Evan has an original comic that literally has sat in the conceptual stage for a decade.So she seems to be really bad at that

Side B is a brave hearted hero who can do almost anything Sonic can, is constantly pushing himself to keep up with Sonic, emulates all his actions, is just as impulsive and thrill-seeking as he is, just as impatient, very extremely competitive, etc. Tails' character arc is usually awakening and strengthening that B-side within him.
