I think the only passives you really want to look for that aren't on the premade shop stuff is rune+ memes and the rally effect. If you have those you can clear the entire game with just the standard relics the game gives in the story and the postgame shop. If 6 of your 9 passive lines are good you'll feel overpowered at level 12 from my playing. Above that in passive refinement and levels starts to feel like you can't lose.
