Stock soldier is fine, he doesn't need gunboats. Stock heavy is fine, he doesn't need a sandvich. If you want to talk about relevant unlocks, what about the crossbow and ubersaw? The Axtinguisher or powerjack for pyro? The sandman or bonk for scout? Jarate? Gunslinger? There's so many unlocks that are pretty integral for playstyles in the base game so I don't know how you can claim any of these are more relevant than others. Heavy is a big, slow health pool and he's vulnerable to hit and run and poke damage. Oh, but give him a hitscan explosive burst weapon that is basically the minigun but strictly better so he wins all peek contests.
