So if you unlocked 2 characters already, once you hit your 4th milestone on your 3rd character, start working on your last character and get their 4 milestones, then complete whichever you prioritized as usual. 4 rehabs in total, so I believe 20 refreshes. You could strip shields from Sentinels too but they are weak and gay and die easy.
