Ibuki got a rateup in October 2023 in JP which would usually mean ~October 2025 for NA but because the rateup was part of the yearly KYOMAF campaign, it means NA won't get it directly. Hopefullly they'll add it to some other campaign like our Thanksgiving campaign, but there's no guarantee. We might not get an Ibuki rateup at all this year.
