You need to pick one ability/gun to play and build around for the most part. If you are going a shooting, build around your 3 Power Surge build on Seven you definitely go Fleetfoot over Leap. Leap is for an ult build and Fleetfoot is so useful on Seven while also general being better for getting out which is why I wouldn't go Leap even on an ult build but at least is would be justified. You're mixing in even more builds too, like why Rapid Recharge? You aren't building around Lightning Ball. I use Quick Silver Reload on Lightning Ball to deal with Reloading usually and that's going to give you more value, cost less. Even with that build I don't even get Extra Charge on Seven because I'm not doing a Lightning Ball build. Mystic Expansion is another item like that, its best in Lightning Ball builds. Even in an ult build I'll just skip it and get Greater Expansion later if I feel I need it but I usually don't. You really don't need it or Leap for an ult build because Seven flies in the air when he ults and if you ult while maintaining zipline momentum you fling yourself to the top of the map. If you can't hit Seven's ult you're doing it in bad places at bad times.

Speed is more abuse-able the bigger the differential is and few characters can create a large differential like Seven.
