Honestly, I get why the stream-exclusive content is considered "non-canon" because Toby Fox now isn't the same as Toby Fox from 10 years ago. He changed and if he were to do if for the first time at his current age, he wouldn't make the same Undertale. That isn't a bad thing, people change their mindsets and approach to storytelling, game design, etc, all the time. It just means Toby is probably quite disconnected from Undertale and doesn't have anything he can add that would feel "canon" to him. He's as much of a fan as we are now.
