As a result overseers feel annoyingly tanky, flesh mobs feel annoyingly tanky and voteless are there just to annoy you as an afterthought. If Overseers werent so tanky the dynamic would be much better. You could even spawn more of them to compensate, just take couple voteless away if performance becomes an issue.
