The Su-34's bombs are big enough that you can comfortably splatter pillboxes/AAA/artillery by simply using the map screen to designate targets. So the reward ceiling is higher with the F-15E but the reward floor is higher with the Su-34.You also can use it for air combat too. It's not meta in PvP, but it's not completely fucking hopeless like trying to dogfight with a Tornado. It's good enough that you don't really have any excuse for struggling to kill the average air RB player with it, but it's also restricted enough that a competent opponent in a proper fighter doesn't really have an excuse for losing to you.*You can't actually use "Thunderer" wagers. Well I’ve done enough games at top tier now since the update to come to the conclusion that top tier is borderline unplayable for non-Russians. You legit can’t do anything. T series just rush to the best spots on the map, lolpen you while having disproportionate post-pen survivability and black hole ERA, then you get absolutely annihilated by a Ka-50 seconds after you respawn.
