Assuming you're doing Difficulty 2, not getting Star Staff is pretty obvious since you're guaranteed to start with a Magic Wand (also a Star Coin) for the pigeons so just stack Magic Glasses. 2nd or 3rd spin you should already be upgrading and you should get a Magic Card then Puzzle Box for the Magic Hats.
