The story is self-aware of them being minor servants. The one who is wanked for no reason is Gensai, and that's why she stands out like a sore thumb. She basically has no character either. At this point, It would have made more sense just to make Assassin Shiki the helper instead. The same shit would have been accomplished. The character is more or less the same too.
