The vast majority of original uma designs out there are JP horses though.
(this artist in particular is Chinese actually, and mostly focuses on Yurop horses)
Gaijin-horse wise it's mostly Yurop and maybe some Murica, then a couple HK hors (mostly likely in a qipao or some shit)

The issue with that is that the victory won't really be a Japanese victory in their eye. Winning the Arc is more than just getting the title at this point, it's grown into a dream where a Japanese bred and trained hors win against Europe strongest, and you don't really get that when you're just raising European hors on European ground.
