i feel that the vibe of the immigration plotline changed entirely when we got to calvard. it seemed more like a humanitarian crisis due to the east drying up with a flood of migrants heading west because they had nowhere else to go but that plotline seems to have shifted narratively speaking drastically. calvard presents the immigrants as a good net positive in every regard and turns the counter argument into a racist boogeyman talking point where only the nobles of calvard care about it. of course theres really not enough information on calvard economically to see what the effects of a mass influx of immigrants or what the the process of legal immigration is but we do get a glimpse of the hellscape with langport to a degree. langport is essentially ran by the heiyuu where they smuggle people in illegally and do all sorts of crimes with the government basically unable to step in or do anything. narratively falcom tries to spin heiyuu as gray good guys but they are essentially a terrorist organization that has hijacked an entire city no different than cartels in south america. Overall it's hard to paint the immigration crisis as a positive thing for Calvard but whenever its brought up they only view it as a RACISM BAD story.
