Yes, but unless you are using curse team to clear daily content right now, there isn't a reason to craft her right now, until the next time there is a curse companio/sos boss. At that point you could take a couple days farming all the goddamn nebiriouses it takes to craft her.
If you want to pre-farm, you can build up repression medals while farming for personas you need now, either for overclocking or skill training personas you already use, or lower level new personas for filling out compendium/schema points.

You just need Lv70 characters with lv70 weapons, upgraded skill levels and a good set of cards (or a few Growth+Power sets that you can swap around in some cases like Leo and Riddle).
(And well, at least some 5* characters.)

If you have a built Wind and a built spiritual ailment persona like Skadi, you can do all the trials with a smattering of 60-70 characters. Bad characters can keep their revelation cards unlevelled, think my Riddle+moko+Yuki have their card sets equipped but still at level 0, and I cleared the trials around a month ago.
Some of the limiteds helps, but it is in no way a requirement to cash buy power to complete the trials currently, after the release of Wind.

Since you don't have Marian, getting SMoko sounds like a good idea.
Messa is a bit of a complicated matter. Wait for his GL release to see how they refactor his kit, because in CN he was so good at killing bosses with his DoT that they eventually started to add special buffs on bosses that made him far less worthwhile, and chances are in GL they might refactor him like they did with SMotoha.
