The problem as always is pretty clearly the soft caps and their scaling. It gets very silly when a skill can wind up hitting for less damage than a regular normal attack which we can see now with current gear and level 1 skills.1H and 2H are pretty close about up to the low to mid 400s Attack output wise for most skills.
