In case you don't know either you have to upgrade the garuga quest as well. After like 7 times I think it was it'll upgrade and he'll start dropping higher grade parts so you can make his better gear. This does mean his lower grade parts drop at lower rates though so just be aware of that so you don't have to grind him 6 times late game like I did for some shell. It's a fun fight anyway so I wasn't too mad
