There's a major flaw in the map ban mechanic. The matchmaker only has ~5 maps active at any given moment and after a while it switches to a different subset of maps. This is the reason you're forced to play the same maps repeatedly back to back. But it also means that most likely the map that you have banned isn't even in the active map pool at that moment.
