Each weapon gives 1000 mastery points per level, and warframes give 2000 mastery points per level. Do you 'need' to max them? Once you reach rank 30 with a weapon, you're (usually) free to sell it to make room for new weapons. For now, just keep all your warframes, and buy warframe slots with plat if you need to. Zephyr, Wukong and Nezha are all solid without particular investment and get exponentially stronger as you get better mods. The lab also offers Volt which you have and Banshee which you can avoid since she's ancient and one of the frames that'll be reworked, probably next year. Also they're giving away a free Oberon if you log in the week Nokko releases, Oberon is getting a full rework and he should be pretty good, not sure how beginner friendly his new kit will be though.
