You can also enhance them but its not recommended before reaching the current max gear level of 6 since you dont get many materials back. There are no RNG stats AFAIK, its a fixed stat in every slot. And enhancing gear increases the base stat by a lot, its the main power source from gear until more gear levels are added in the future.
