The PoE2 campaign is kind of better. It has character and direction. Something as simple as Sin guiding you to explain everything substantiates the world in a way that PoE1 doesn't. PoE1's plot isn't very cohesive and most of its rationalisations are imagined by the player. You land on a beach then decide to chase after dominus for no real reason, then you climb a mountain and kill malachai for no real reason. Its like it was written by a child. Thinking of examples of other crafting systems, I think an element of complexity can be added with multiple steps of crafting. Thinking of like factory-type games. You have to craft multiple lesser things to craft something else. All you need is the resources, but that adds a layer to it.
