Two of these are from Urban Legend. In spite of this, Urban Plague is literally the only tier in the game where enemies don't die too quickly (assuming you're not abusing attribution) and have actual thought put into their design. Bremen, Dawn, Love Town, Carnival, they are all amazing. You also get Rusted Chainlink, which is one of the more interesting factions in the game despite receiving 0 support afterwards.And then fucking Urban Nightmare happens and the game completely goes to shit, never recovering at any point after that.
