It's definitely not attack power up, because they work completely different from offense level. Offense level gives you +1 power in a CLASH for each 3 offense level you have over the enemy. It does not apply to the attack itself outside of the clash. Attack power up applies the power in clashes and also in the attacks after the clashes. There are also a lot of other differences between offense level and attack power but that difference alone is enough to prove you wrong.
