For dps It's the era of builder and spender (aka you have spells that do almost no damage but give you resources to cast spells that do a lot of damage) and waiting for procs. WOTLK was still the era of rotation with some proc management, but in legion there's no set rotation and instead you have priority on which ability to cast at any given time depending on procs/resources.
