The reason Mickey Mouse hasn't had a movie in years despite being MICKEY MOUSE is because he is Mickey Mouse, so if a movie bombs, then that threatens the brand image of Mickey, which is too much of a threat to Disney's Mascot. Sonic the Hedgehog is similarly the Mascot for SEGA, so maintaining a universal brand image is something desirable. Tails is an iconic character as part of Sonic's brand, so remaining the "Kid Brother" is critical. HOWEVER, the very concept of the "Kid Brother" that he built from incorporates the narrative of growth and development. He was inspired by Gohan, after all, who shares that narrative. But the brand requires Tails remain "Kid Gohan" even when the story demands he should have grown into the older versions by now. It's the Spider-Man problem. Spider-Man has to remain "young and relatable", hence editorial refuses to let him be married to MJ or progress further in life in any meaningful way. But that runs directly counter to the core appeal of the character being built on growth and development. Tails can not properly exist as a character unless "Status Quo" stops being a driving factor of Sonic as a "brand". Otherwise, he will remain time-locked.
