It's actually probably reasonably viable to start with VoE since it has the new specs. Your biggest problem would be that there just probably isn't going to be a ton of VoE-specific content. The game is held up a lot by the repeatable open-world content in HoT and EoD, and without that you won't have a whole lot to do.

I've shat on this dogshit game a lot the past couple of days, so I'll say something nice for once.Divinity's Reach is still the most well-designed and immersive fantasy city in any MMO I've tried. If you don't use mounts and just walk around at ground level it really feels massive with how the buildings tower over you. The only video game cities I can think of that mog it are modern or futuristic ones from singleplayer games like Cyberpunk 2077 or GTA. As far as medieval/fantasy cities go, I can't think of any. Novigrad in Witcher 3 is large horizontally but doesn't give off the same feeling when you look up.

A long time ago I played PvP with a friend almost every day, for a year, maybe more than a year. He's married now with two kids and everything so, yeah...anyways Today out of pure curiosity I decided to check if I was close to the Legendary PvP back item, and at first it seems I wasnt, in fact I was only on the first of four meta achieves. Okay fair enough, not the first time it turned out I didnt make as much progress as I thought. Then it hit me: The requirements in the other three meta achieves werent difficult at all, in fact I am certain I completed the vast majority of them. But none of the progress were registered because you had to buy some random rubbish (Essence of Determination or whatever?) before you were allowed to make progress on the next part....what the hell man? And no, it never crossed my mind once to check for the progress back then since I was just having fun with a buddy at the time and I figured I wasnt gonna get the thing anywya. Now I'm not gonna say I'm mad, a little butthurt sure, but damn that's disappointing, and it highlights one of the reasons why I think GW2 never gained as much popularity as it really could have: You have to reaaaaaaaly set out on a specific and deliberate mission to get antyhing cool across multiple months in this game. Just "playing" will basically get you no where, besides slowly adding up a bit of gold count.
