Just finished China's Step3. Was pretty good, I'd place it at second for me.Apart from Sumika's, the Step3 commus so far have been pretty much side stories that end in a time skip after they remember "Oh yeah, we're supposed to be training for HIF". Kotone and Rinami were love comedy side stories where P goes to their homes, and Hiro's was an extended flirting session over a hectic day. I appreciate that China's at least did not involve another jobbing to summer Sena and she actually did beat her in a popularity contest. But only Sumika's so far matched my expectation of what a Step3 would be like, working on the idol's weaknesses in order to compete. It also had the surprise introduction of forming a duo unit. I get that doing the same general outline for all of them would get repetitive though.Kanae didn't do much to really warrant a voice, but this allows her to pop up in future content so that's alright.There's still some pacing issues with timeskips in all of them where they're suddenly at the day of winter HIF by the end. I'm sure people want to see Sumika and Lilja starting out as a unit, actually seeing Kotone earn money to pay off tuition, what in the world Hiro does to not die, etc. Maybe Step4 will flash back to some of these events.

That said, there's definitely differences in how they approach preparing for the HIF (winter or otherwise):- China and Hiro need a miracle to win, so they have to go for unconventional power ups (StuCo President for China, Goddess worship for Hiro)- Sumika is not good enough to win, but not so much that she needs to be desperate. So simply focusing on fixing her weakness and adding Lilja should be enough- Rinami and Kotone ARE good enough to win, so need external factors to lose (Dad injury for Rinami, Sena being way stronger in Kotone's route for Kotone). Rinami's route took advantage of this free time to develop an underdeveloped part of her character (her determination to be an idol in a way that doesn't involve P) and Kotone's... really needed to show off Sena, I guess.
