What mods would you consider essential for 1 super long playthrough? Most town mods just slap some buildings/clutter/npcs down and call it a day. As well Schlitzohr has neat layouts for most of his towns. Some are small and a little lackluster but ones like Oakwood are really well done. There was that old mod I used Legendary Cities by jabr that was decent, no quests or voices but the town layouts were decent for their time. Sadly jabr hasn't updated it since 2020, and if I recall he was reworking it entirely.

I don't know any dark skinned elves in TES that talk with a jamaican accent? And the dreadlocks is just us extrapolating african features(dark skinned people on earth) onto dark skinned people in fantasy, because we've already done the same with the fair skinned people in fantasy.In the end, I'd say it's up to each individual creator(in this case the devs) to put whatever they want in the game, if they want the black elves to have dreads, then so be it. It's not my game, not my vision. If they later give me tools to mod certain things out to fit with my own vision, then I should be free to remove whatever I don't like from the game. If they don't, because they want the game to remain within their vision, then I'm fine with that as well.
