Is a 24% effective daze output boost good on them? Yes, but that's only on the daze they do, which is tied to how many EX specials and ults they perform, which is in turn tied to their energy regeneration. So you're missing out on good energy regen buffs from hellfire or steam oven in order to get a slightly better final modifier. But you're doing less base daze to begin with, so it's not necessarily an improvement. It really depends on the character and fossilized is still a decent engine on almost any stunner, but it seems clear at this point ER will be more important for Dialyn.

She feels very similar to Lighter and his Morale gauge, except instead you're watching your EX meter so that you can do all 3 into fucking back off again. It's kind of quickswappy in practice, but how often she wants to swap in feels directly tied to her EX bar. She generates some on-field but sitting around basic-attacking on field feels kind of wrong in the same way it does on Lighter. You also never want to do individual EXs if you can help it, the later stages have increasingly better daze values and the stacking buff on her sig/Hellfire Gears/Steam Oven really incentivize doing some manner of EX > EX > EX > Martial Salute every stun cycle if possible.I haven't tested her without sig as much but even with sig, ER% D6 just felt surprisingly better. With ER%, some stun cycles you'd get 2 sets of triple-EX (well, sometimes partial on the second combo if the boss was already approaching stun) and for the ones where you don't you often just have ult instead. I didn't consider this until just now, but Miasma bosses might have her be fine without ER% via the giant energy donation on Miasma purification though.
Okay the main story was fine this time but Lucia's quest is nearly Burnice levels of rushed.Unlike Burnice's it actually hay like, a properly developed story with a beginning, middle and end, but just barely. It's weird since it's usually the other way around, the Main Story being garbage and the Agent Story being pretty good

She benefits of her own crit damage buff, so she can build crit rate (for set as well), get a good ratio, and buffs her own dmg% a bit for chain attacks and ult damage as well. And it's not like half her kit screams about I DEAL DAMAGE (though she actually will be). Phone girl reminds me of Cipher in Star Rail. Half the kit says "YOU DEAL DAMAGE" but the vital part that ENABLES you to deal such damage is missing. In her case it was the multipliers. Here it's the steroids, because supports are still rather.. weak on them. Maybe her set saves her, if she gets one..

If we scrub away Collapse for a moment (because you are 100% not getting that 5 seconds of the 5th stun without it) we can kind of reveal what the actual issue will be: 4 stuns, 3 Rally-Ults, 2 decibel ults via overcapping on decibels for prolonged periods. Compare that to Lighter in the same fight showing up with 4 stuns, 4 decibel ults. Are we really playing Dialyn for a net +1 stun usage across an entire fight? The amount of decibel waste and overcap that ends up happening when you stun uncomfortably fast is very real. Culling her Impact and running ER% to better align her resource generation for 4 stuns, 4 rallies, 4 decibel ults is the only sensible way to maximize her value at the moment I think. This is personally why I think they will end up tweaking her values though. While I think she's balance-wise fine like she is now, most players don't want to think about weird concepts like decibel alignment and shit and will build her traditionally with Impact% just by default. Something like... lower energy costs with higher Rally gen in exchange for lower daze base values so that way even if she ends up exactly where she is now, the build that gets her there is more "normal" for players to land on without external guidance.
