The manager system is the compromise we settled into between a dysfunctional clusterfuck and one man running the entire show on his own. And a good manager will keep that responsibility in mind. Managers are required to at least communicate with their boards on a semi-regular basis, (that's PoI, just to fill in your terminology), and most managers run either polling for roster slots, or are VERY good at keeping a finger on the pulse of their board.
