I feel like whatever they're trying to achieve with this is pretty much bottlenecked by the fact that they also need it to work with mobile. So the whole can't aim without shooting thing for instance; probably difficult to do that properly in a game where you're also supposed to be fairly mobile at the same time with just a phone screen. The only other way they'd probably be able to pull aiming before shooting off is if trying to shoot required some 'charge-up time' so it just fires after a set time at what you aim at
