I sympathize with the idea that Dragoon helmets are iconic and all that, I truly do.But it feels a little weird to remove constrains in some gears and not others, especially considering crafter sets are some of the best glam out there you never see cause they too are even more heavily restricted on glams so no one bothers walking around as one 24/7.So overall any loss inferred by making those sets less unique is still an overall gain by making the DoL and DoH sets available at all times and them getting the combat sets.
