Mei Lin's power level by herself is the same or still higher than any other dps I've tried with a support squad with morale and dmg% buffs. I don't have Hugo admittedly but she is definitely a step above the rest of the cast and I'd be shocked if she wasn't capable of much higher burst damage than him. There are also ways to get around the low aoe like using the armor that puts marks on enemies and the weapon that does fixed damage on kill.
