Basically every card and equipment has their assigned value and any overflow gets cut, removals are ramped up per card cut, rarity isn't consistent with data value some "rare" neutrals are worth 1800 data while others are worth 4000. Events such as "replace a common card with a rare neutral" will hit the budget for both events (1) removal of card (2) addition of card. Basic epiphanies (+1 morale, fortitude) are lower budget than good epiphanies (+1 ap, +1 draw) by about 30%, epiphanies on higher rarities cards are worth basically a negligible amount of data more than lower rarities. At this point he kinda gave up and is waiting for the devs to hold their end of the bargain.
Trying to limit saves is pointless. Just load the hell out of your saves and let the system cut it by 20-40%, at least you still have a chance to end up with a good deck.

I don't know about you, but my Orlea gets a free slime every turn, two easy 3* shield slimes that also weaken enemies, and carries two Attack. A bunch of healing too and 1 vulnerability off a softie, but Magna does enough of vulnerability spam on her own.

There was a bug in Difficulty 5 (minimum Zero mode difficulty) where pretty much everything saved 100% all the time, and lots of people abused it for a long time, but this was bug reported to CZN and less than 24 hours after it was made public, it was fixed. We have no idea who the transparency update will solve anything. It could be that (You) get to decide how the game fucks your deck up if your Save Data is too good, meaning you pick which cards get added back or taken away. It could just be that there is some sort of indicator as to what your max Save Data limit is for the run vs what your Save Data is currently at. We'll have to see.
