Scorned by the human kingdoms after the fall of Quel Thalas, the Blood Elves would be desperate and open to trying something new at that point, not to mention that the Draenei had essentially unintentionally framed the Kingdom of Quel Thalas for Kaelthas' actions in Outland, ruining anything left of the Elven kingdoms relationship with the alliance. Especially given the Alliance also has Tyrande and her elf racism on their side. Goblin makes sense it's just always been handled a little weirdly. A cartel getting BTFO by the cataclysm and essentially being acquired by the Horde for cheap makes perfect sense, but not doing anything with leaving an obvious villain in charge of the race for a decade is an odd choice, stealing another cartels leader because you didn't establish any other horde goblins is weird too. Pandaren don't make sense, I can't imagine a single Pandaren remaining comfortable with being Horde aligned after the campaign in Pandaria and siege of orgrimmar. Maybe they're literal pariahs who can't join the alliance pandas or the neutral ones in the motherland, I've never heard the lore mention it.
