Kinda like the movie ending, Shadow survived but we don't know where he landed as it doesn't look like earth, some people believe that shadow landed in the future where Amy's from where Eggman rules the world with an army of Metal Sonics from his research on Sonic's quill that he still has when Sonic gave him one as part of their "Deal" to work together to stop Shadow earlier in the movie. In short, movie 4 seeks to take CD's story and Silver's time traveler gimmick to give to Amy,, which is why she's so competent killing multiple metal sonics.

Sonic Team wants to handle Tails' growth in their own games. The 8-bit games showcase Tails' accomplishments away from the scope of Sonic and Eggman entirely, which further highlights Tails himself but because of the distance, facing those villains is not at all the same for him as facing Eggman who is the main villain for SONIC.
