Did some testing with Saika, nothing equipped except replica legs and was getting around 19k damage consistently, added Renee supporter I was getting over 20k without crits so I'd say it counts for the character with the support equipped. You actually can reroll a new account and get a strong weapon for your waifu, making the first few days a breeze. Timing matters and for a new player the less time spent waiting to have fun with the game the better.

Like, it's better to spend an afternoon rerolling for Saika's boost greaves from the UR ticket you get at the start, than waiting for a month for the logins to finally give you the weapon to make your choice.
